Improve XWiki docker and Kubernetes Helm chart

The helm chart has basic functionalities and there's lots potential for improvements. 

• Finalise the release (and distribution) process for the helm chart.
• Support for both Ingress Ingress and Istio. 
• Option to choose between using an external database, a single node DB or a multi-cluster DB setup using other official helm charts as dependencies. 
• Should support popular hosted Kubernetes services like GKE and Amazon EKS and Minikube(for local development).
• Improve testability for the helm chart
